She graduated Cum Laude from California State University, Long Beach with Honors in Ethics and earned her law degree from Chapman University School of Law, where she focused on immigration law, asylum, and refugee law.

Talia has presented for AILA, training other immigration attorneys at the Idaho State Conference. Plus she has been recognized by the Mexican Consulate of Boise¹ for Know Your Rights workshops and Labor Week programming.

Legal Experience

Neal has argued complex immigration cases, brought civil actions against the Department of Homeland Security, and filed habeas petitions after the Wilder ICE raid to reunite families. He is known for sharp legal strategy, fearless litigation, and deep compassion for the people he represents.

In recognition of his litigation record on behalf of immigrants, the American Immigration Lawyers Association of Idaho awarded Neal the 2025 "Excellence in Advocacy" Award.¹

Neal is on the legal team representing the plaintiffs in Davids v. Adams, which secured an injunction stopping the State of Idaho, from refusing life-saving HIV medicine to patients on account of their immigration status.

Neal graduated from the University of California, Riverside and Southwestern Law School. He also serves the Idaho community through legal advocacy, nonprofit work, and volunteer service with asylum seekers.
